Harrison welcomed the milestone but was clear-eyed about what still needs to happen: municipalities must relax their own requirements, or practitioners on the ground will still hit walls. About 1.15 million children aged 3–5 are not enrolled in any ECD programme — and the Bill’s success will ultimately be measured by whether that changes.
