Radio 702 Interview: Cabinet said yes to the Children’s Bill. Now Parliament must act.

DGMT CEO David Harrison spoke to Radio 702 about Cabinet’s approval of the Children’s Amendment Bill — a long-overdue reform that could open the door for thousands of ECD programmes currently locked out of registration and state support. Harrison welcomed the milestone but was clear-eyed about what still needs to happen: municipalities must relax their own requirements, or practitioners on the ground will still hit walls. About 1.15 million children aged 3–5 are not enrolled in any ECD programme — and the Bill’s success will ultimately be measured by whether that changes.
